Dr. Westpfal is a graduate of SUNY Health Science Center at Brooklyn. She completed her training in Obstetrics and Gynecology at SUNY Health Science Center at Syracuse.

Dr. Westpfal is a Fellow of the American Congress of Obstetricians and Gynecologists. She is in the medical staff for Obstetrics and Gynecology at Upstate University Hospital at Community General. She voluntarily recertifies annually with the American Board of Obstetrics and Gynecology.

Dr. Westpfal has been in private practice since 1999. She has interests in hysterectomy prevention alternatives, adolescent gynecology, minimal invasive gynecologic surgery and family centered obstetrical care.

Dr. Allison M. Loi, MD, Board Certified OB/GYN and her staff see patients of all ages—from adolescents to the mature woman. Her office provides full gynecologic and obstetrical services and is conveniently located at the Community Campus. Dr. Loi truly enjoys seeing the result of good gynecological and obstetrical care—happy, healthy women.

Women face a special set of health needs. Dr. Loi is trained in many areas of women's health and can help you with everything from Pap tests to guidance and counseling on birth control, breast cancer screening and menopause. And of course she works closely with many of the best OB/GYN specialists in the area, should you ever need a referral.

Dr. Fadi Makhlouf is a native of Central New York, and a graduate of Liverpool High School. He graduated from Cornell University with a dual degree in Chemistry and English. He went on to perform graduate work in Molecular Biology at Syracuse University, and briefly served as a lecturer at Onondaga Community College prior to earning his medical degree at St. George’s University School of Medicine in Grenada in 2004.

Dr. Makhlouf completed his residency training at the University at Buffalo Department of Obstetrics and Gynecology in 2008, including high-risk obstetrical training at the Women & Children’s Hospital of Buffalo, a Regional Perinatal Center, and served as a chief resident in his final year. He briefly worked in Ithaca, New York after residency before finally moving back to Syracuse, where he has been working in private practice since 2009.

Dr. Makhlouf is a Diplomat of the American Board of Obstetrics and Gynecology, and a Fellow of the American College of Obstetrics and Gynecology. His interests include high-risk obstetrics, minimally invasive surgery, cervical dysplasia, and menopausal medicine.

He currently lives in Onondaga Hill with his wonderful wife, Nujoud, a teacher in the Jamesville-Dewitt School District, and is the proud father of four great kids. His interests include watching soccer, playing music, and baking, including his family favorite apple pie!


Meghan Baier

Meghan B. Baier,

Meghan’s journey to Midwifery started with the birth of her daughter that was attended by a midwife. She was inspired by how empowered she felt at her birth. It was then that she knew what she wanted to do when she “grew up.”

After nursing school her career started as a NICU nurse then a Labor and Delivery nurse in 2003. During her time as a labor and delivery nurse she also assumed the role as Childbirth Educator and trained as a Sexual Assault Nurse Examiner. She is currently a Neonatal Resuscitation instructor.

Meghan is a member of American College of Nurse Midwives and NYS Association of Licensed Midwives (NYSALM). She received her Associates Degree in Nursing through Cayuga Community College, her Bachelor’s Degree in Science through Keuka College and her Master’s degree in Nursing/Midwifery through Stony Brook University.


Kathleen Gere

Kathleen Gere,

Kathleen began her career in Women’s health in 1998, first as a registered nurse and then began her Midwifery career in 2005.

She received her Associates Degree in Nursing from SUNY Alfred, her Bachelor's Degree from Upstate Medical University and her Master's Degree in Nursing/Midwifery from SUNY Stony Brook. She is board certified by the American Midwifery Certification Board and is a member of the American College of Nurse Midwives. 

She grew up in the Syracuse area and has enjoyed being able to serve women in the community she grew up in for the past 22 years.  Kathleen provides patient care from her offices located at the Upstate Community Campus and Radisson locations.


Diane M. Folk,
DNP, CNM, OB-GYN NP

Diane earned her midwifery and OB-GYN nurse practitioner certifications at the University of California San Francisco. She completed her Master’s Degree in Midwifery at SUNY Downstate Brooklyn and a Doctor of Nursing Practice degree at Chatham University. Diane has been in private practice in Central New York as well as several years caring for women with high-risk pregnancies at the Regional Perinatal Center in Syracuse.

Passionate about teaching students, Diane spent several years as an Assistant Professor at Vanderbilt University School of Nursing in the nurse-midwifery program. She has a particular interest in hypertensive disorders in pregnancy, and has presented nationally and regionally as well as published on this topic.

Diane is a laborist at the SUNY Upstate Community campus Family Birth Center. She strives to help women and families have the labor and birth experience they desire.


Martha Linder

Martha Linder

Martha Linder MS CNM is a lifetime resident of the Finger Lakes, and currently lives with her husband and children in Marietta, NY, in her childhood home. Her original intentions when heading to college were to pursue veterinary science, but a detour into marriage and motherhood resulted in a changed path into healthcare and ultimately the nursing field. As a “nurse in training” at Crouse Hospital School of Nursing, Martha realized her interest peaked with maternal child nursing; specifically labor and delivery, in part to her mother’s career as an L&D nurse, of which she loved to hear the stories. This resulted in a greater than 20 year career as a labor and delivery nurse at the former Community General Hospital, encompassing multiple roles and impacting her pursuit of higher education.

Following graduating in 2005 from Upstate Medical University with a baccalaureate degree in nursing, her passion for supporting women during one of their most vulnerable periods led Martha to pursue a midwifery degree. Martha has worked with a large group of CNM’s in her L&D nursing role and realized that becoming a midwife would equip her with the tools to greatly impact women and families during pregnancy and birth. A graduate of Stony Brook University in 2010 with a Master’s Degree in Nursing: Midwifery and national certification by the American Midwifery Certification Board, Martha began her midwife career at Upstate Medical University, Regional Perinatal Center. After two plus years of immersion in the world of high risk pregnancies, Martha decided to pursue care of women across the lifespan and become a partner in health practice for women of all ages. After five years of private practice in Auburn, NY, the family responsibilities led her to join Upstate Community Medical and returning to the site where she had first become involved in maternal child nursing and serving women of her community.

When not caring for the women and families she serves, Martha enjoys family time, horse shows, traveling, reading and gardening.


Martha Linder

Dr. Kristina Byrne

Minimally invasive surgery, contraception management, and obstetrical care.

Dr. Kristina Byrne is a native of the Buffalo, NY region and attended LeMoyne College for her undergraduate degree. Dr. Byrne earned her medical degree from Lake Erie College of Osteopathic Medicine in Erie, PA and completed her residency training in Obstetrics and Gynecology in Dearborn, Michigan at Beaumont Hospital.

Dr. Byrne’s professional interests include all aspects of women’s gynecological and obstetrical health. She specializes in minimally invasive surgery, contraception management abd obstetrical care.

Dr. Kristina Byrne returned to Syracuse with her husband and daughter to be close to family and friends.
